OEM Device Transfer: Added the VIN eligibility check to the Transfer Device panel on the Admin Vehicles tab when transferring an OEM device.

Report Expiration Messaging: Removed the expiration date from Legacy report tooltips and banners; however, deprecation messaging remains in place.
